It is important to decide what part communities play in making decisions that affect Newcastle’s parks. On one hand, deep community involvement ensures parks reflect the wishes of communities, but on the other, this can take time, money and be difficult to organise across the city.

"Across our city’s parks and allotments there is a huge number of stakeholders – and values vary within each park. Critical questions for us is who will be looking at a possible Trust constitution and who will want to be part of a trustees. A trust would need a sustainable funding model (perhaps an endowment) and the establishment of a board of trustees with no financial risks. But fundamental to this is “trust” and genuine engagements. The governance structure needs to be solid and challenged. Different groups could feed into the process but ultimately the board should maintain clarity and purpose as well as limit the number of political representation on the board. Too many initial restrictions though would make life of a parks team very hard. Instead of a set of restrictions perhaps a regular process of engagement on various proposals could be preferable. This would require more and better communication." —Workshop Team Three

Shouldn't community representatives be on the board in some capacity? It's a fairly basic principle to include representatives of all major stakeholders to feed into decision-making. A board entirely comprised of members with no significant connection to or understanding of the entity they are running would be a problem in any sphere.

This initiative needs to move on decision making quickly. The board can be appointed by the community but then must be able to do their jobs. AGM's and systems for feed back can but put into practice but again this needs to be run like a business with business ideas to succeed.

I think that the people who are put in charge of the trust will have some difficult decisions to make and hopefully will be in the best position to make those decisions provided they get feedback from the community.
